Three (3) Business Analysts (Senior)

This is for three (3) one-year full-time contracts, followed by two (2) one-year option periods; for a total of three (3) years’ work.

Mandatory and Rated Requirements

M1.     The proposed resource must meet the minimum mandatory requirements (combination of education, professional certification/designation and/or experience) for resource category 2.1 Business Analyst Senior.

M2.     The proposed resource must possess a diploma or degree from a recognized post-secondary institution.

M3.     The proposed resource must possess 36 months of experience within the last 60 months:

·         developing and implementing corporate, strategic and/or operational level

·         joint readiness, joint training, lessons observed, or evaluation programs

·         in a joint training, operations or exercise environment for any federal government department.

M4.     The proposed resource must possess a minimum of 36 months of experience within the last 60 months in writing and editing strategic and operational level documentations such as directives and guidance, orders and reports.

M5.     The Bidder must demonstrate that the proposed resource has the ability to communicate orally by giving briefing and providing advice to senior/executive levels management (“Senior” is defined as Director-level and above – or equivalent).

R1.      In addition to M3, the proposed resource must possess 36 months of experience in:

·         developing and implementing corporate, strategic and/or operational level

·         joint readiness, joint training, lessons observed, or evaluation programs

·         in a joint training, operations or exercise environment for any federal government department.

·         0 – 36 months = 5 Points

·         36 – 84 months = 10 points

·         84 – 120 months = 15 points

·         120+ months = 20 points

R2.  In addition to M4, the proposed resource must possess a minimum of 36 months of experience in writing and editing strategic and operational level documentations such as directives and guidance, orders and reports.

·         0 – 36 months = 5 Points

·         36 – 84 months = 10 points

·         84 – 120 months = 15 points

·         120+ months = 20 points

R3.  The proposed resource must have experience as a member of the Armed Forces (Canada or other country).

·         0 – 120 months = 5 Points

·         120 – 240 months = 15 points

·         240+ months = 20 points

R4.  The Bidder proposed resource must have experience with:

·         NATO readiness reporting mechanism;

·         NATO electronic Military Training and Exercise Program (eMTEP);

·         CAF readiness reporting mechanisms; or

·         CAF Joint Managed Readiness Program (JMRP); or

·         DND Lessons Learned Program.
